Brief: Based on Article 28 of the Higher Education Council system, the Scientific Council was established at the University of the Northern Borders in the second meeting of the University Council for the academic year 1429/1430 AH. Where the secretariat of the Scientific Council seeks to develop the scientific and research activities of faculty members and other relevant authorities at the university and upgrade it to the ranks of prestigious international universities and follow up the scientific affairs of the university faculty members and the experiences of scientific research, studies, publishing and scientific promotion, it is also, developing relevant regulations of scientific reaches to improve its level and raise awareness of scientific performance.
Missions of the Scientific Council
- Recommend the recruitment of faculty members at the university.
- Deciding on academic promotions for faculty members at the university by the rules approved by the Council of Higher Education.
- Encourage scientific research, authorship, translation and publishing, and for this purpose, it may:
- Setting rules to encourage the preparation of scientific research.
- Proposing the establishment of scientific research centers.
- Coordinating between scientific research centers and developing a general plan for them.
- Organizing communication with research centers outside the university.
- Determining encouragement and appreciation rewards for scientific works and ordering their disbursement.
- Publishing approved research, literature and scientific theses
- Recommend the issuance of scientific journals.
- Recommending the establishment of scientific societies and museums and coordination among them.
- Reviewing the textbooks and theses.
- Evaluation of academic certificates presented by Saudi faculty members.
- Considering what is referred to it by the University Council.

General objective
Implementing the general policies of the university about the work of scientific societies at the university, developing theoretical and applied knowledge, and providing consultations and scientific studies
Missions
- Preparing the unit's activities plans and following up on their implementation after approval.
- Suggest general objectives and policies for the unit's activities and follow up on their implementation after approval.
- Suggesting regulations, rules and procedures for the unit's activities and following up on their implementation after approval.
- General supervision of scientific societies, their founding committees, and their governing bodies.
- Examining and evaluating transactions received from scientific societies and directing them to specialists.
- Supervising the process of secret balloting and its efficiency in choosing the board of directors of scientific societies.
- Receiving proposals from colleges and supporting deanships at the university to develop and improve the work of scientific societies.
- Preparing regulations and rules for the establishment of scientific societies.
- Evaluating the quality of work in scientific societies and evaluating the efficiency of their performance annually.
- Providing administrative advice regarding the internal regulations of scientific societies.
- Creating opportunities for communication between scientific societies, the university, scientific institutions and various professional bodies by the rules and regulations.
- Supporting and developing the results and outputs of scientific research societies in their fields of specialization.
- Define the performance indicators for all activities related to the unit; review and develop them consistently.
- Determine the unit's human resource needs and follow up on providing them.
- Determine the training needs of the unit's employees to nominate them for the appropriate training programmes.
- Preparing periodic reports on the unit's activities and achievements and suggestions for developing its performance.
- Any other responsibilities assigned to it.
